What Does the New Program Entail?

In February, Scarsdale’s Village Board of Trustees enacted a law mandating the acquisition.

It is called the “Sewer Lateral Discharge Compliance Certificate” in the event of property sale, transfer, or conveyance. Additionally, homeowners embarking on renovation projects exceeding $100,000, such as kitchen remodels, are also subject to this requirement.
Obtaining this certificate entails a thorough inspection, assessing the drainage of sump pumps on the property and ensuring the sewer lines are clear.

The Program’s Purpose

The primary goal of this program is two-fold:

Inflow and Infiltration Reduction: It aims to diminish the entry of clean water into the public sanitary sewer system. This prevents undue strain on the system during heavy rains and mitigates the risk of sewage seeping into natural waterways within the village.

System Integrity: Ensuring that drainage systems are in optimal working condition, the program strives to maintain the integrity of the village’s sewage infrastructure.

Addressing Sanitary Sewer System Defects

Common defects and illegal connections found on private property will need to be addressed promptly:

Sump pumps draining into sewers must be rerouted away from sewer lines, ideally towards a homeowner’s property or a drywell.

Driveway and yard drains connected to sewers should be redirected, possibly by installing a new sump pump leading to a drywell or the homeowner’s property.

Gutter downspouts draining into drainage lines must be rerouted into a drywell or a homeowner’s property.

Broken or missing sewer line caps must be replaced.

Invasive tree roots in private sewer lines must be removed, and the pipe repaired and regularly inspected to prevent future issues.

Defective, sagging, or cracked joints and pipes can be addressed and remedied. In more severe cases, sections of pipe may require excavation and replacement.
